The Director may authorise local producers or breeders to place on the market small but appropriate quantities of seeds for scientific purposes or selection work and, for other test or trial purposes, provided that the seeds belong to varieties for which an application for entry in the national catalogues has been submitted and, in the case of vegetable seeds, specific technical information has been submitted. In case of genetically-modified seeds, such authorisation should be granted only if all appropriate measures have been taken to avoid adverse effects on human health and the environment in accordance with the Deliberate Release into the Environment of Genetically Modified Organisms Regulations.
