(1) Any person who acts in contravention of these regulations shall be guilty of an offence and shall, on conviction, be liable to the penalties contemplated in the Act.

(2) Where the Director has reasonable cause to believe that an offence against these regulations has been committed and that it would be appropriate to impose an administrative penalty under article 47 of the Act, the Director shall proceed in accordance with the provisions of the said article 47 of the Act. Administrative penalties shall be dealt in line with the requirements of article 47 of the Act.

(3) The liability of an offender under sub-regulation (1) shall be without prejudice to the powers of the Director for Veterinary Services, or any other officer to suspend or revoke any licence, permit or authorisation issued under the Act or any regulations made thereunder. SCHEDULE
