External emergency response plans shall be prepared in accordance with Schedule One, and shall be made available to the

European Commission, other potentially affected Member States and the public. In this respect, the disclosed information shall not pose risks to the safety and security of offshore oil and gas installations and their operation and shall not harm the national economic interests of the Government of Malta or the personal safety and well-being of its government officials.
