The Environment and Resources Authority is hereby nominated as the competent authority for the purposes of the

Environment Protection Act, to carry out the functions of the competent authority under the said Act:

Sohowever that the Minister responsible for the protection of the environment may by regulations issued under the said Act establish that another person or body shall be responsible for the performance of such regulations.
