S.L. 601.3 Art. 77Composition and modus operandi.

(1) Each Committee shall be composed of the head ad hoc of the department, or, in his absence, an officer appointed by the Minister from among the most senior of officials at the contracting authority affecting the purchase. This nominee shall be, ex officio, chairman of the Committee together with not less than four other members appointed by the Minister, none of whom shall be performing duties at, or be members of the staff of, the department effecting the purchase.

(2) The function of the Committee shall be indicated by ad hoc the Minster in their letter of appointment.
