Title II of Book Third of that Code shall apply so far as applicable.
The Director or the Umpire, having given a decision on any claim or question, may review that decision if he is satisfied that -
(a) it was given in ignorance of or was based on a mistake as to some material fact; or
(b) since the date of the decision there has been a relevant change of circumstances, and may give a revised decision to have effect from such date as he may determine.
