Notwithstanding anything contained in this Act the

Director General may, within the context of a reciprocity agreement in matters of mutual assistance relating to competition practices, pass documents and disclose information in his possession to authorities having responsibility in competition matters in countries which are not Member States provided that they are restricted in divulging such information in an analogous manner and purpose to that of the Director General under this Act.
