(1) The Commissioner for the Rights of Persons with

(c) an occupational therapist.

(2) The Board shall exercise its functions in the place designated by the authorised officer.

(3) A refusal of the Board to grant a Blue Badge shall give rise to the right of appeal. The unsuccessful applicant may lodge an appeal in writing addressed to the Secretary to the Appeals Board by not later than thirty (30) working days from the date of the letter of refusal.
