(1) Without prejudice to the provisions of sub-article

(4) of article 13, the House of Representatives may, by resolution from time to time if it thinks fit, make general rules for the guidance of the Commissioner, in the exercise of his functions under this Act, and may at any time in like manner revoke or vary any such rules.

(2) All rules made under this article shall be made by, and published as, subsidiary legislation made under this Act.
