(1) The Minister may by regulations prescribe regulations to properly implement the provisions of this Act, and may, without prejudice to the generality of the aforesaid, by regulations:

(a) amend the Schedules;

(b) further regulate social enterprise organisations;

(c) establish forms for the notification to the Regulator of changes to the statute of the social enterprise organisation or of its administrators or otherwise; and

(d) further establish the form and content of annual reports and accounts which are to be submitted to the Regulator in order to achieve a satisfactory level of transparency and accountability of social enterprise organisations.

(2) The Minister may, after consulting the relevant Minister depending on the type of benefit or incentive granted, make regulations including different rules for the different types of social enterprise organisations identified in terms of this Act, and may establish the criteria for the granting of any exemptions, in whole or in part, with regards to the activities of social enterprise organisations. Such regulations may also establish the terms, conditions and forms of any fiscal certificates, receipts or other documents which may be necessary for the enjoyment of the above fiscal status and regulations:

Provided that only social enterprise organisations in possession of a valid certificate of recognition may benefit from the incentives or grants prescribed by the Minister. FIRST SCHEDULE (Article 3(2)(a))
