Notwithstanding the foregoing provisions of these rules, the court may opt not to appoint for hearing, between the 16th of

July and the 15th of September of each year, proceedings referred to in rule 2 when these are commenced within the said period if, in the opinion of the court, such proceedings of their very nature need not be dealt with any particular haste and none of the parties will suffer any prejudice if the hearing takes place after the 15th of September.
