S.L. 13.1 ст. 4Failure to pay fee.

If any annual fee payable under the preceding regulation on the 1st January in any year is not paid before the 1st February in that year, the Council shall, as soon after the 1st February as may be convenient, address a communication to the person whose annual fee has not so been paid drawing his attention to his failure to pay such fee, and the Council shall be deemed to have complied with this regulation if such communication be sent pre-paid, by registered post, to the usual or last known address of the person whose fee has not so been paid.
