If an aid application is received by the Director after the applicable dates referred to in regulation 4(2), the aid payable to such individual producer or producer organisation shall be reduced by 1% for each day of delay after the applicable date, and no aid shall be granted if the application is received by the Director more than fifteen days after the applicable dates referred to in regulation 4(2): Provided that in exceptional and duly justified cases, the Director may, at his discretion, accept aid applications after the applicable dates referred to in regulation 4(2), but only if this does not hinder effective checks on the production aid scheme. In the case provided for in this proviso, the reductions referred to in this regulation shall not apply.
