S.L. 321.4 ст. 11Commencement of proceedings.

The inquiry proceedings shall commence with the Secretary reading out the charge or the charges or the complaint. Thereupon the Chairman shall put the question to the warrant holder whether he admits or denies the charge or charges or complaint.
