In these regulations, unless the context otherwise requires:

"the Act" means the Local Government Act;

"Director" has the same meaning as assigned to it in the Act;

"Procurement Guidelines" means the Procurement Guidelines issued by the Director in terms of article 80 of the Act, to be followed by the Local Councils in the execution of their functions and responsibilities under the Act and in accordance with these regulations;
