S.L. 499.1 ст. 91Unpacking of goods.

Except for Customs purposes, no goods or cargo of any kind shall be unpacked or otherwise manipulated in any warehouse without the special permission of the Authority and all straw or other material from which goods may have been unpacked and any broken or damaged goods shall be immediately swept up and removed by the owner or agent or person in control of such goods, as the case may be, in default of which the same may be swept up and removed by the Authority or the contractor at the expense of such owner, agent or person, as the case may be.
