The Chairman may, in lieu of requiring a deposit to be made under regulation 8, require a consumer to produce an undertaking by a third party acceptable to the Chairman to hold himself bound in solidum with the consumer for the regular payments of all amounts that may become due to the distribution system operator in connection with the supply of electricity to the account of such consumer.
