Operators of combustion plants subject to the permitting requirements of regulation 3(2) shall investigate the technical and economic feasibility of providing for the combined generation of heat and power. Should this feasibility be confirmed the operators will be required to develop their installations accordingly, keeping in mind the market and distribution situation.
