S.L. 61.1 ст. 2Arrival of passengers.

Any alien arriving in these Islands as a passenger shall present his passport to the Police on board the ship and obtain a landing card. The landing card shall be shown to the Police at the gangway. Before landing, a British subject shall show his passport to the Police, at the gangway.
