Every vehicle to which these regulations apply and which is submitted for testing in accordance with the provisions of these regulations shall be tested for the purpose of ascertaining whether those of the prescribed requirements shown in the manuals, which are applicable to the vehicle, have been complied with at the date of the test. 3A.
