No person shall sell gunpowder exceeding five hundred grammes in weight, except in a substantial case, bag, canister or other receptacle made and closed so as to prevent the gunpowder from escaping, and with the words "Gunpowder/Porvli" in conspicuous characters affixed to the outermost receptacle containing such gunpowder.
