Where the Accountant General deems that there are reasonable grounds that an infringement has occurred, he may require any person having an office or employment with a ministry, department or public entity, whether paid or otherwise, unless under the duty of professional secrecy, to provide such particulars in respect of such a person or persons as may be specified for the purposes of this Act.
