Under the procedure laid down in Article 26 of Directive

92/65/EEC, special requirements may be laid down, if appropriate, by way of derogation from Chapter II, for the movement of circus and fairground animals and for trade in animals, semen, ova and embryos intended for zoos, without prejudice to the provisions relating to circuses in the Animal Welfare Act.
