Every licensee shall ensure that the vessel has on board:

(a) the relevant effective life-saving and fire-fighting appliances and other effective equipment prescribed in the Code of Practice;

(b) any other substitute provision or type, material, appliance, apparatus or equipment which the Authority may accept as being at least as effective an alternative to those required in these regulations.
