(1) A vehicle which accesses a zone without a permit or which is found in the zone without a permit shall be issued with a contravention notice.

(2) The registered owner of such a vehicle shall, on conviction, be liable to a fine (ammenda) of two hundred euro. FIRST SCHEDULE
