Under subarticle (2) of article 11 read in conjunction with paragraph (1) of subarticle (1) of article 9 of Council Regulations

(EC) No 44/2001 of 22 December 2000 on jurisdiction and the recognition and enforcement of judgments in civil and commercial matters, injured parties may bring legal proceedings against the civil liability insurance provider in the Member State in which they are domiciled.
