S.L. 417.4 ст. 3Applicable law.

(1) The Comptroller shall process international applications in accordance with the provisions of the Treaty, the Regulations established thereunder and the Administrative Instructions under those Regulations, and with the provisions of these regulations and of the Act.

(2) In the case of conflict between the provisions of the Treaty and those of these regulations and of the Act, the provisions of the Treaty, the Regulations thereunder and the Administrative Instructions under those Regulations shall prevail.
