S.L. 427.23 ст. 2Scope.

(1) These regulations implement the requirements of the following:

(a) 2007/46/EC of the European Parliament and of the

Council of 5 September, 2007 establishing a framework for the approval of motor vehicles and their trailers, and of systems, components and separate technical units intended for such vehicles, and Commission Regulation (EC) No 1060/2008 of 7 October, 2008 replacing Annexes I, III, IV, VI, VII, XI and XV to Directive 2007/46/EC of the European Parliament and of the Council establishing a framework for the approval of motor vehicles and their trailers, and of systems, components and separate technical units intended for such vehicles (Framework Directive);

(b) Commission Regulation (EC) No 1060/2008 of 7 October 2008, replacing Annexes I, III, IV, VI, VII, XI and XV to Directive 2007/46/EC of the European Parliament and of the Council establishing a framework for the approval of motor vehicles and their trailers, and of systems, components and separate technical units intended for such vehicles (Framework Directive);

(c) Commission Regulation (EC) 692/2008 of 18 July 2008 implementing and amending Regulation (EC) 715/2007 of the European Parliament and of the Council on type-approval of motor vehicles with respect to emissions form light passenger and commercial vehicles (Euro5 and Euro6) and on access to vehicle repair and maintenance information; the provisions of Articles 4(5), 4(6), 5(3)(d) and 5(3)(e) of Commission Regulation (EC) 692/2009 are transposed iin Schedule XXI of the principal regulations, and such transposed provisions shall apply from 1 September 2011 for the type-approval of new types of vehicles and from 1 January 2014 for all new vehicles sold,

(d) Commission Directive 2009/1/EC of 7 January 2009 amending, for the purpose of its adaptation to technical progress, Directive 2005/64/EC of the European Parliament and of the Council on the type-approval of motor vehicles with regard to their reusability, recyclability and recoverability; the provisions of Commission Directive 2009/1/EC are transposed in Schedule XXI of the principal regulations, and such transposed provisions shall apply from 4 February 2010;

(e) Commission Regulation (EC) 78/2009 of the European Parliament and of the Council of 14 January 2009 on type-approval of motor vehicles with regard to the protection of pedestrians and other vulnerable road users, amending Directive 2007/EC and repealing Directives 2003/102/EC and 2005/66/EC; the provisions of Commission Regulation (EC) 78/2009 are transposed in Schedules I, III, IV, VI, XI and XXII of the principal regulations, and such transposed provisions shall apply from 24 November 2009 with the exception of the transposition of Article 4(6) and Article 9(9), of the said Commission Regulation (EC) 78/2009, which shall apply from 3rd February 2009, and the transposition of Article 9(2) to (8) of the said Commission Regulation (EC) 78/2009, which shall apply from the dates set out therein;

(f) Commission Regulation (EC) 79/2009 of the European Parliament and of the Council of 14 January 2009 on type-approval of hydrogen-powered motor vehicles, and amending Directive 2007/46/EC; the provisions of Commission Regulation (EC) 79/2009 are transposed in Schedules IV, VI, XI and XXII of the principal regulations, and such transposed provisions shall apply from 24 February 2011, with the exception of the transposition of Article 11(3) and Article 12 of the said Commission Regulation (EC) 79/2009, which shall apply from 3rd February 2009, and the transposition of Article 11(2) of the said Commission Regulation (EC) 79/2009, which shall apply from the dates set out therein;

(g) Commission Directive 2009/19/EC of 12 March 2009 amending, for the purposes of its adaptation to technical progress, Council Directive 72/245/EEC relating to the radio interference (electromagnetic compatibility) of vehicles; the provisions of Directive 2009/19/EC are transposed in Schedule XXI of the principal regulations, and such transposed provisions shall apply from 2 October 2009;

(h) Commission Regulation (EC) 385/2009 of 7 May 2009 replacing Annex IX to Directive 2007/46/EC of the European Parliament and of the Council establishing a framework for the approval of motor vehicles and their trailers, and of systems, components and separate technical units intended for such vehicles; the provisions of Commission Regulation (EC) 385/2009 are transposed in Schedules IX and XXII of the principal regulations, and such transposed provisions shall be deemed to have entered into force on the 29 April 2009;

(i) Commission Regulation (EC) 595/2009 on type-approval of motor vehicles and engines with respect to emissions from heavy duty vehicles (Euro VI) and on access to vehicle repair and maintenance information and amending Commission Regulation (EC) 715/2007 and Directive 2007/46/EC and repealing Directives 80/ 1269/EEC and 2005/78/EC; the provisions of Commission Regulation (EC) 595/2009 are transposed in Schedules XXI and XXII of the principal regulations, and such transposed provisions shall apply from 7 August 2009, with the exception of the transposition of Articles 8(3) and 10 of the said Commission Regulation (EC) 595/2009, which shall apply from 7 August 2009, and the transposition of points 1(a)(i), 1(b)(i), 2(a), 3(a)(i), 3(b)(i), 3(c)(i), 3(d)(i) and 3(e)(i) of Annex II of the said Commission Regulation (EC) 595/2009, which shall apply from 31 December 2013;

(j) Commission Regulation (EC) 631/2009 on detailed rules for the implementation of Annex I to Regulation 1 of Commission Regulation (EC) 78/2009 on the type-approval of motor vehicles with regard to the protection of pedestrians and other vulnerable road users; the provisions of Commission Regulation (EC) 631/2009 are transposed in Schedule XXII of the principal regulations, and such transposed provisions shall be deemed to have entered into force on 10 August 2009;

(k) Commission Regulation (EU) No 1003/2010 of 8 November 2010 concerning type-approval requirements for the space for mounting and the fixing of rear registration plates on motor vehicles and their trailers and implementing Regulation (EC) No 661/ 2009 of the European Parliament and of the Council concerning type-approval requirements for the general safety of motor vehicle, their trailers and systems, components and separate technical units intended therefore. This Regulation amends Schedule to the principal regulations shall be deemed to have entered into force on 29 November 2010;

(l) Commission Regulation (EU) No 1005/2010 of 8 November 2010 concerning type-approval requirements for motor vehicles towing devices and implementing Regulation (EC) No 661/2009 of the European Parliament and of the Council concerning type-approval requirements for the general safety of motor vehicles, their trailers and systems, components and separate technical units intended therefor. This Regulation amends Schedule XXI to the principal regulations and shall be deemed to have entered into force on 29 November 2010;

(m) Commission Regulation (EU) No. 1008/2010 of 9 November 2010 concerning type-approval requirements for windscreen wiper and washer systems of certain motor vehicles and implementing Regulation (EC) No 661/2009 of the European Parliament and of the Council concerning type-approval requirements for the general safety of motor vehicles, their trailers and systems, components and separate technical units intended therefor. This Regulation amends Schedule XXI to the principal regulations and shall be deemed to have entered into force on 30 November 2010;

(n) Commission Regulation (EU) No. 1009/2010 of 9 November 2010 concerning type-approval requirements for wheel guards of certain motor vehicles and implementing Regulation (EC) No 661/ 2009 of the European Parliament and of the Council concerning type-approval requirements for the general safety of motor vehicles, their trailers and systems, components and separate technical units intended therefor. This Regulation amends Schedule XXI to the principal regulations and shall be deemed to have entered into force on 30 November 2010;

(o) Commission Regulation (EU) No 19/2011 of 11 January 2011 concerning type-approval requirements for the manufacturer’s statutory plate and for the vehicle identification number of motor vehicles and their trailers and implementing Regulation (EC) No 661/2009 of the European Parliament and of the Council concerning type-approval requirements for the general safety of motor vehicles, their trailers and systems, components and separate technical units intended therefore. This Regulation amends Schedule XXI to the principal regulations and shall be deemed to have entered into force on 1 February 2011;

(p) Commission Regulation (EU) No 109/2011 of 27 January 2011 implementing Regulation (EC) No 661/ 2009 of the European Parliament and of the Council as regards type-approval requirements for certain categories of motor vehicles and their trailers as regards spray suppression systems. This Regulation amends Schedule XXI to the principal regulations and shall be deemed to have entered into force on 1 March 2011;

(q) Commission Regulation (EU) No 183/2011 of 22 February 2011 amending Annexes IV and VI to Directive 2007/46/EC of the European Parliament and of the Council establishing a framework for the approval of motor vehicles and their trailers and of systems, components and separate technical units intended for such vehicles.
