Merchants or others desiring to work cargoes before or after legal hours, as defined in articles 9 and 10 of the Customs

Ordinance, or on Saturdays, Sundays or public holidays, shall make application in writing on the approved Customs form (No. 12) addressed to the Comptroller of Customs, giving the name of the ship and the nature of the service required, and stating when the service is required to commence. Every application shall include an undertaking to pay the expenses incurred.
